Some of the most damaging allegations came just before Ma’s first election as president, in which he admitted that his sister had met Chang in China while Chang was a fugitive of the law.

The spark that led students to occupy the Legislative Yuan was when a KMT legislator rammed the trade-in-services pact through committee in just 30 seconds. Students decried the ruling party over what they perceived to be a failure to follow democratic procedures. Since then, the responsible legislator and caucus whip have apologized and agreed to send the pact back to committee for review.
