Labor minister warns that local welfare benefits not always suitable at national level (2014/03/05)

Elections will take place later this year to select new local leaders. Already, many mayors have grown more generous by offering inducements such as additional holidays for pregnant women and better pay for part-time workers. But Labor Minister Pan Shih-wei warns that, while these policies are well meaning, they are not all suited to nationwide rollouts.

New Taipei Mayor Eric Chu was present today for the opening of his city’s second public center for senior citizen care. He was there to endorse his administration’s elderly welfare plans.

New Taipei has introduced several social welfare policies over the past few years. It recently became the first locality to offer five days prenatal examination holiday, a policy that Chu would like to see other cities replicate.

(Five days prenatal examination holiday) isn’t a new thing. I think it will appear in other areas, such as Taipei or Taoyuan County. Surrounding cities will promote this policy together with us.

At the central government level, if you want to introduce legislation that everyone must follow, you need to consider whether everyone can successfully implement it. If some places can but others cannot, this legislation would be inappropriate.

While Chu is offering more holidays to pregnant women, Taipei Mayor Hau Lung-bin is giving a raise to part-time public sector workers who earn low pay. From May, their minimum wage will be adjusted from NT$115 to NT$133 an hour.

新北市長朱立倫最近創設"五天產檢假"的政策，今天勞動部長潘世偉雖給予肯定，但也談到，有些地方性政策，並非所有地方都適用。

新北市第二間公共托老中心啟用，市長朱立倫親自出席，為自己的老人福利政策背書。

近來新北市頻頻推出福利政策，尤其是全台首創的5天產檢假，朱立倫還呼籲政府能夠法制化。

但勞動部長潘世偉，卻有不同看法。

“在整個中央來講，你要做一致性的法律規範，要考慮是不是大家都能夠做得到，某個地方可以做，但別的地方如果做不到，這個法訂出來其實就不是很恰當’

朱立倫拼放假，台北市長郝龍斌則是拼加薪，日前宣佈五月起台北市府臨時工，時薪從115元提高為133塊。
