Old Taipei Railway Workshop focus of urban renewal dispute (2014/04/13)

The Taipei Railway Workshop was long located on Taipei’s Civic Boulevard Section 5. But with railway lines moving underground, this repair facility was forced to move to a new location, leaving its old historical base abandoned. The area could be turned over to commercial use to create a new cultural park, but this plan has not been well received by railway enthusiasts who hope to preserve this important piece of history. 

In 1998, the repair of the steam locomotive CK101 was an important moment in Taiwan Railways history. Work was completed at the Taipei Railway Workshop.

For some 80 years, the Taipei Railway Workshop performed the important duty of fixing locomotives. It continued to serve in this capacity until 2012 when all of Taipei’s railway tracks moved underground.

The Taipei Railway Workshop has a metalworking facility which we should cherish. One of these steam hammer presses was manufactured in 1889.

Preserving this steam hammer press, which is more than a century old, is quite an important undertaking. Research has even found that under Qing dynasty Taiwan governor Liu Ming-chuan, this was the first piece of industrial equipment imported from the United Kingdom. Since its arrival, it has remained at the Taipei Railway Workshop. 

The layout of the factory is quite complex. Steam pipes were used to supply each of these steam hammer presses, though now all of these steel structures are covered in rust and dust. But the space remains impressive and shows the repair capability of Taiwan Railways.

The large-span steel construction of the plant impresses many. The assembly factory is at the center of the workshop. After being inaugurated in1935, both sides were outfitted with glass windows, leading some to call it the first green building in Taiwan.

The entire Taipei Railway Workshop covers 17.04 hectares, which is a large parcel of land. It comprises an assembly factory, a metalworking factory, an engine room and baths. It was designated a city historical site and contains many historically important structures.

Rapid development of eastern Taipei along with nearby urban renewal projects led some to believe that the Taiwan Railway Workshop could soon be demolished. 

Taipei's Department of Urban Development held its first briefing on the fate of the Taipei Railway Workshop on December 10, 2013. There it announced several controversial urban renewal development projects for the first time.

You can’t simply hold two public briefings and then deliver your recommendations. The importance of this subject means that you should host a public hearing to let more people know about it. You can’t just have two hearings then deliver your proposal.

The Taipei Railway Workshop is located at Civic Boulevard Section 5, which is prime real estate. After the workshop relocated at the end of 2012, Taipei Railways decided to give the land back to the Taipei City government for urban renewal. The city government changed its designation from an industrial zone to special usage, so it can be connected with Songshan Cultural Park for commercial development.

This business district over here is already too big. If you add another one and host an activity there will be big traffic problems. Previously, we didn’t have parking issues, but now both parking and transportation problems have emerged. ,

Residents worry that the Taipei Railway Workshop will seek to replicate the Songshan Cultural and Creative Park's business model. That could mean a hotel, luxury apartments, and a department store, creating an odd juxtaposition with the historical monuments. Another proposal that has met skepticism is plans by the city’s Department of Cultural Affairs to use the site for a second branch of the Taipei Fine Arts Museum.

Over two years ago I heard news that someone wanted to create a Taiwan version of the Musee d’Orsay. A fine arts museum needs to keep a constant temperature and humidity, which requires an air-conditioned environment. This is an assembly factory built for good lighting and good ventilation. A lot of adjustments would be needed to accommodate a museum. I believe it would be a lose-lose situation.

Now the city planners are thinking how to zone the area. I think they should be smart about this. The Taipei Railway Workshop should have displays related to rail, transportation or transportation technology. I think that this would have greater value in the future and be more important than a second hall of the Taipei Fine Arts Museum. It would let these old buildings see new life. 

A number of neighbors hope to preserve the Taipei Railway Workshop by leaving the area as a sort of quiet stretch of open space in an already crowded corner of Taipei.

The future of Taipei’s largest stretch of industrial zone, the Taipei Railway Workshop, is still being debated, as both residents and city officials pull in opposite directions.

為火車醫院把脈 

位在台北市市民大道五段的台北鐵路機廠,曾經是火車的醫院,肩負著台灣火車頭的維修工作,但是在台北鐵路全面地下化、機廠搬遷之後,鐵路局就計劃將工業用地轉為商業用地,都更之後,政府打算要進行商業開發,變成文創園區,以及規劃做台北第二美術館。這種種的開發規劃,引發了當地居民跟鐵道迷的不滿,因為他們希望 台北市區內,最後一塊鐵路工業文化古蹟綠地,能夠全區保留。

1998年,蒸汽火車頭CK101修復完成,讓蒸汽火車在台灣鐵道上,再度奔馳,寫下台鐵歷史新頁,當時台北鐵路機廠,簡稱北廠,就是老火車頭的維修基地。

八十多年來,北廠擔負著台灣火車頭的維護工作,直到2012年台北鐵路全面地下化,才卸下歷史重擔。

這個鍛冶工廠裡面有一個,北廠員工也津津樂道,這個鎮廠之寶,就是現在這一台汽錘,這一台汽錘我們可以看到它的年份是1889年。

保留一百多年的蒸汽錘,根據考證,是清朝時劉銘傳從英國引進台灣最早的工業器具,到現在還保留在北廠的鍛冶工廠裡。

廠房裡蒸汽管線配置複雜,連動著每個汽錘、鋼骨的建築結構,雖然略有鏽蝕也蒙上一層灰,但依舊堅固的空間語彙,見證台灣鐵路強大的修護力量。

我們現在看這個跨距非常大的廠房,就是台北機廠最主要的一個組立工廠,這個組立工廠在過去,它是維修蒸汽機車最主要的場地。

大跨距的鋼骨結構廠房,這裡是台北機廠維修的核心基地,1935年落成啟用,兩旁全玻璃窗採光牆面,可說是台灣最早的環保綠建築。

整個台北機廠目前有17.04公頃,這麼大一塊土地,已經有組立工廠、鍛冶工廠,還有原動室以及澡堂,它是被指定為市定古蹟,市定古蹟之外,還有很多是歷史建築。

但在台北市東區快速開發,都市更新的氛圍下,北廠正面臨被拆遷的命運。

在台北市政府都市發展局強力主導下,2013年12月10日召開第一次說明會,北廠都市更新開發案的爭議,正式浮上檯面。

不是說讓你辦一場說明會下來,再辦一場會,把程序走完你就可以送了,這麼大的一個議題應該是要辦聽證會,應該要讓更多人來參與這件事情,不是開兩次說明會就直接送出去。

台北鐵路機廠位在市民大道五段,因為地處精華地段 地價高漲,2012年底機廠搬遷後,台鐵決定將土地交給市政府進行都市更新,將工業用地變更為特定專區,
連結松菸文創將進行商業開發。

這邊的商圈已經太多了,多了這些商圈,現在辦活動,我們本來停車沒有什麼問題 ,現在停車大問題,交通大問題已經出來了。

反對居民擔心,北廠完全複製松菸文創園區的商業模式,未來這裡將會是飯店、豪宅,或者是百貨公司林立,古蹟坐落其中畫面何其詭異。更妙的是,被核定為市定古蹟的「組立工廠」,則被台北市文化局,規劃設定為台北的第二個美術館用地。

其實在兩年多前,就有聽到一個發想是說,希望這邊做一個台版的奧塞美術館,美術館是需要一個恆溫恆濕,有空調的環境,可是呢我們今天這個的組立工廠
它當初是一個工廠建築,所以它需要大面積的採光,它需要通風良好的環境
所以我們光是這樣子就可以知道說,它跟美術館所需要的調性是相反的,如果它要做為美術館的話,我相信是一個雙輸的結果。

現在就是決策者對於一個用地怎麼去做分配,我覺得是需要一點智慧,北廠 我們只是看到就是說,它如果能夠朝向做一個鐵道的,或者是跟交通資源 交通科技,有關的陳列 展示 博物館等等,總和用途的話,它將來所產生的附加價值以及影響,也許它的深遠度,會大於一個美術的二館在這個地方,重新用它的舊館舍所產生出來的產值。

當地民眾訴求希望北廠全區保留,留給台北市民最後一塊恬靜的土地。
