日本國會指定的福島核災難原因調查委員會主席宣佈,危機系“日本製造”,根源在於“日本文化中一些根深蒂固的習性”。

The chairman of an investigation ordered by Japan’s parliament into the Fukushima nuclear disaster has declared that it was a crisis “made in Japan” resulting from the “ingrained conventions of Japanese culture”.

日本國會的核事故獨立調查委員會(Nuclear Accident Independent Investigation Commission)主席黑川清(Kiyoshi Kurokawa)表示,危機是核電站運營商東京電力公司(Tepco)、監管機構和日本政府“一系列錯誤和玩忽職守”的結果。

Kiyoshi Kurokawa, chairman of the Diet’s Nuclear Accident Independent Investigation Commission, said the crisis was the result of “a multitude of errors and wilful negligence” by plant operator Tokyo Electric Power, regulators and the government.

在該委員會最終報告的英語版摘要中,黑川清將核電站事故歸咎於“不加質疑地服從,不願意質疑權威,堅決‘緊跟程序’,盲目的集體觀念以及島國心態”。

In an English language summary of the commission’s final report, Mr Kurokawa blamed the plant’s failure on “our reflexive obedience; our reluctance to question authority; our devotion to ‘sticking with programme’; our groupism; and our insularity”.

“我們必須非常痛苦地承認,這是一場‘日本製造’的災難,”黑川清補充表示,“任何別的日本人,若置身於那些對這場事故負有責任的人的處境,結果很可能是同樣的。”

“What must be admitted – very painfully – is that this was a disaster ‘made in Japan’,” he added. “Had other Japanese been in the shoes of those who bear responsibility for this accident, the result [might] well have been the same.”.

然而,在日文版報告的前言部分,黑川清對事故的文化背景提出了更有分寸的批評,不再籠統地歸咎於民族文化,而是具體歸納為三點:一黨制、論資排輩制以及終生雇傭制。

In his preface to the Japanese version of the report, however, Mr Kurokawa offered a more measured critique of the cultural background to the crisis, blaming one-party rule, seniority systems and lifetime employment rather than the nation’s culture as a whole.

針對福島第一核電站(Fukushima Daiichi)的事故,目前有三起較大規模的調查。黑川清領導的是其中一起。2011年3月11日,日本東北部海岸遭受地震和海嘯災難,福島第一核電站安全體系被摧毀,隨後多座核反應堆熔毀,並發生氫爆炸。三起調查都對東京電力公司、政客和官僚提出了批評。

Mr Kurokawa’s commission is leading one of three large-scale investigations into the failure of Fukushima Daiichi, which ­suffered multiple reactor ­meltdowns and hydrogen explosions after its safety systems were knocked out by the earthquake and tsunami that hit Japan’s north-east coast on March 11, 2011. All three have criticised Tepco, politicians and bureaucrats.
