Ou Chin-der (歐晉德) resigned as chairman of Taiwan High Speed Rail Corporation without warning Wednesday night, apparently to take responsibility for the high-speed rail line’s recent problems. Lawmakers were stunned by the decision and angered by its timing, coming as it did just a day before he was to testify at a legislative hearing.

Ou’s resignation ends a four-and-a-half year stint as head of the high-speed rail company. He is best known for leading the company out of a financial crisis after he took over in 2009 and making it profitable in 2011.
