Taiwan looks to develop e-commerce industry (2014/02/05)
The government forecasts e-commerce becoming a trillion NT dollar industry next year. In this special report, we look at the steps Taiwan needs to take to achieve this e-commerce milestone.
For its recent launch, China’s Xiaomi did away with traditional sales channels and instead relied exclusively on internet sales. Since its first handset launch in 2011, Xiaomi has used clever marketing to make each successive handset even more popular.
Technology has allowed for businesses to transcend geographical boundaries to achieve more revenue. In the United States this includes leading companies like eBay and Amazon while Japan has seen the success of Rakuten and China has Taobao. Taiwan has online retailer PChome and Books.com. In fact, nearly anything can be bought online then delivered to your home.
According to the Ministry of Economy Affairs, Taiwan’s e-commerce industry will see average annual growth of about NT$100 billion each year. By 2015, e-commerce will become a trillion dollar industry.

First there was business to business, then business to customer, and now we expect major growth in customer to customer transactions. The base of the industrial structure has moved to the internet. Customer to customer shows great potential, but it will need a mechanism for building trust between unfamiliar parties.
One trust mechanism that Minister Without Portfolio Simon Chang is referring to is third party payments. This helps both buyer and seller reduce fraud.

If I don’t know you, I have to pay you without knowing if you’ll ship the goods. Or the seller ships the goods without being certain of payment. Third-party payment solves these problems. Buyers first give money to the third-party payment outlet and sellers ship to the buyer. After a certain period of time, if there are no problems, the seller receives payment.
Taiwan’s third-party payment services lag behind that of other countries. It is now playing catch up.

Advances in technology have had an effect on consumer behavior. The rise of smartphones is shaping online shopping patterns and will make mobile payments a big business.

Our third-party payment system has fallen behind, but our mobile payments can improve because the IT environment in Taiwan is well developed. By getting grocery stores, chain stores and chain restaurants to accept mobile phone payment, this system will quickly surpass PC-based payments.
Taiwan stands to benefit from e-commerce, as long as it seeks every opportunity to develop the industry.

“最早是B2B,然後是B2C,我們期待C2C會是一塊很可以成長的空間,C2C起來的話,基本上代表的就是我們整個產業結構最底層這一塊都走上網路,這一塊應該是有潛力的,C2C要怎麼樣才能起來,就是兩個互不相識的人,要有一個信賴機制”
政委張善政所說的信賴機制之一就是金流,第三方支付上路,是否可有效減少買賣雙方遇到詐欺的情況。

“我根本不認識你啊,我錢給你了你有沒有出貨不一定,或是你出了貨人家不給錢怎麼辦,很多的問題出現,所以就有第三方支付的概念,也就是買家先把錢給第三方支付的公司,賣家出貨給買家,確認一定時間沒問題,我們才把錢給賣家,就是第三方支付的概念”

消費者的行為隨著科技的進步而改變,智慧型手機的崛起,讓網購型態又有了大轉變,未來,行動支付將是兵家必爭之地。

“我們第三方支付落後,但是我們可以在行動支付上拚過去,主要是因為台灣整個大環境資訊化是非常好的,如何去利用超商、連鎖商店、連鎖餐廳,搭配手機的支付,是可以很快超越以前PC的支付方式”
站在電子商務的浪頭上,台灣可以有很大的發展空間,但台灣的電子商務想要後來居上,只能更開放,做得更好,不然到頭來就怕又是口號一場。
