央行總裁彭淮南，今天親自召開記者會，宣布與中國已經簽署"兩岸貨幣清算合作備忘錄"，60天內央行選定清算行後，就能直接兌換人民幣，或購買人民幣計價商品。
央行總裁彭淮南，最近喜上加喜，先是再次得到全球央行總裁評比，A級的最高榮譽，總共9A的彭淮南，打破世界紀錄，現在又成功簽署了"兩岸貨幣清算合作備忘錄"，且大方分享簽署過程。

一但生效，原本台幣得先兌換美元，才能換成人民幣，現在能直接兌換，而且金融機構還能發行人民幣債券，以及提供人民幣計價商品，只是當務之急，得先確認清算銀行。

“六十天以內，應該是我們要走完法律程序，我們要報行政院 把這個過程走完，當然我們希望，這個清算銀行的建立越快越好，如果沒有這個清算銀行，這個MOU沒辦法啟動”
央行表示，清算銀行必須在中國有分行，目前台灣有已經9家銀行在中國插旗。
Banks in Taiwan will soon offer direct exchange of New Taiwan dollars to Chinese yuan. Yuan-denominated financial products will also be available for purchase, now that the central banks of Taiwan and China have signed a memorandum of understanding on currency settlement.

The nine A’s Perng has received in his career is a record. And today Perng managed to sign a memorandum of understanding on currency settlement with China.

The two sides signed the memorandum at the same time in Taipei and Beijing. We each had representatives present to pass on this signed document.
Before, to change New Taiwan dollars to Chinese yuan, customers had to first buy U.S. dollars. Once the new settlement deal takes effect, they will be able to directly exchange NT and yuan. Financial institutions will also be able to issue yuan-denominated bonds and products. First, however, the MOU needs to take effect and approved banks need to be decided upon.

Within the next 60 days we should be able to finish legal procedures, and we need to report to the cabinet. When this process is finished, of course we hope that banks can quickly establish currency settlement mechanisms. If banks don’t have these mechanisms in place, the MOU can’t begin.
Taiwan’s central bank says banks that will be approved must have branch offices in China. Taiwan has nine banks that meet this requirement.
