天秤愛台灣
中颱天秤回馬槍，加速直逼台灣，氣象局預計，天秤暴風圈晚上就會接觸台灣西南部，明天上午可能從南端登陸。陸上颱風警報範圍，也從南部地區擴大到中部跟花蓮以南。所幸颱風強度已經轉為最弱的中度颱風，但民眾還是要提防超大豪雨及間歇性強陣雨，不能掉以輕心。
中颱天秤步步近逼，氣象局陸上警報範圍，從原來的南部地區, 跟綠島蘭嶼，下午擴大為中部和花蓮以南、南投以及澎湖等地，幾乎半個台灣都進入警戒狀態。
氣象局也針對各地發布豪雨特報，一直到週二上午，高雄，屏東以及花蓮，台東，都要防範超大豪雨侵襲，台南，宜蘭則要嚴防豪雨，其他地區則是局部性大雨，隨著颱風北轉移動，29日開始，北部和東北部雨勢，則會逐漸明顯。

“在下午兩點的時候，颱風強度稍微減弱了一點，它一移近來，會對我們東南端陸地，帶來每小時10幾毫米，到20毫米的降雨，提醒大家，颱風在靠近的過程中，我們隨時要小心，這種間接的強陣雨帶來的危險”
天秤回頭，強度減弱，但氣象局提醒，部分地區還是可能出現14級強風，西南部、小琉球以及恆春半島沿海低窪區，也要慎防海水倒灌。
Typhoon Tembin is making another assault. Following a 360-degree turn it is passing back over southern Taiwan, bringing strong winds and heavy rains to areas still recovering from when it first struck.
The Central Weather Bureau has again issued sea and land warnings for Typhoon Tembin. Originally the storm was expected to only thrash the south along with Orchid and Green islands. Now forecasters say Central Taiwan, areas south of Hualien, Nantou and Penghu all lie in its path.
The bureau issued a severe torrential rain report lasting till Tuesday morning for Kaohsiung, Pingtung. Hualien and Taitung. It warns of torrential rain in Tainan and Yilan along with localized heavy rain in other areas. As Tembin turns north, beginning on Wednesday northern and eastern areas could gradually see more rainfall.

At two in the afternoon the typhoon was weakening. It came closer to landfall in the southeast and was expected to bring 10 to 20 millimeters of rain per hour. We warn everyone to be careful as the typhoon moves closer. Strong winds and rain could be a threat.
Tembin is weakening though the weather bureau reminds everyone that it could pack level 14 winds with potential seawater inundation for low lying areas in the southwest of the island and the Hengchun Peninsula.
