海保法修法
釣魚台主權爭議再添一樁，日本參議院昨天下午通過了海上保安廳法和外國船舶航行法修正案，賦予海上保安官在離島的搜查和逮捕等權力。換句話說，今後萬一再有人登上釣魚台群島，保安官將可以行使逮捕權。
二十九號下午，日本參議院以237票無異議通過了海上保安廳法的修正案，新法中賦予海上保安官更大的權利，可以代為履行警察職權，進行搜查和逮捕。
而在新法通過後，未來，若再發生有人強行登上釣魚台，海上保安廳即可在最短的時間內採取應對措施。以往, 海上保安官的職務被限定於海上犯罪，就算有人登上離島，海上保安官只能等待警方到來。不過，海上保安官新職權的使用範圍，僅限於釣魚台群島。

至於在外國船舶航行法修正案方面，若非天氣惡化等正當理由，日本有權對那些在日本領海內停靠或行駛的外籍船隻發出警告，命令對方退出日本領海。
對於釣魚台問題, 台灣方面,希望能以和平協調的方式來處理這項爭議。因此這個新的修正案,很有可能會讓台灣與日本的關係更加緊張。
The upper house of Japan’s parliament passed two amendments yesterday afternoon that further cement the country’s ability to guard and patrol the disputed Tiaoyutai Islands. The revisions give Japan’s Coast Guard greater powers to act against intruders into its territorial waters, and could add to the tensions over the islands, which are also claimed by Taiwan and China.
The Japanese House of Councillors passed the amendment, by 237 votes to 0, three weeks after the lower house did. It expands the powers held by Japan’s Coast Guard to conducting searches and making arrests in place of the police.
The bill’s passage means that if people make their way onto the Tiaoyutais, the Coast Guard can take action. In the past, it has had to wait for the police to intervene, delaying Japan’s ability to deal with intruders. The bill, however, limits the Coast Guard’s new powers to the Tiaoyutai archipelago.
This news anchor cited a Kyodo News report saying that the amendment was designed to strengthen Japan’s so-called de-facto control of the Tiaoyutais.
An amendment to a separate law that regulates foreign vessels would give the Coast Guard the right to issue warnings to foreign ships navigating in its territorial waters and order them to leave without having to first inspect the boats.
The new measure is only likely to aggravate ties with Taiwan, which claims the islands as its own and has appealed for negotiations to handle the dispute
